Saudi Visa for GCC Residents: Who Qualifies and How to Apply

Live in the UAE, Qatar, Kuwait, Bahrain or Oman? Your residency - not your passport - can open the Saudi tourist eVisa. The two conditions, what you get, and the mistakes that waste applications.

At a glance
  • Residents of the UAE, Qatar, Kuwait, Bahrain and Oman qualify on residency, whatever their passport
  • Two conditions only: passport valid 6+ months, residency valid 3+ months
  • Profession no longer decides eligibility - that condition was removed
  • GCC citizens do not need this route: they enter Saudi Arabia visa-free

Residency is the key

Saudi Arabia runs a dedicated route for people who live in the Gulf. If you are a legal resident of a GCC country - the UAE, Qatar, Kuwait, Bahrain or Oman - you can apply for the Saudi tourist eVisa on the strength of that residency, whatever passport you hold. An Indian, Pakistani, Filipino or Egyptian passport that could not apply on its own qualifies through a Gulf residency.

Citizens of GCC countries do not use this route at all: they enter Saudi Arabia visa-free. The resident route exists for the millions of other nationalities who live and work in the Gulf.

The two conditions

The requirements are refreshingly short. Your passport must be valid for at least six months, and your residency must be valid for at least three months, both counted at the time you apply.

Your job title used to decide these applications; it no longer does. The profession condition was removed, and eligibility now turns on the passport and residency documents alone - one of the most useful simplifications in the Saudi visa system for Gulf residents.

What you receive

The visa issued is the standard tourist eVisa: valid for one year, multiple entries, up to 90 days per visit, with a ceiling of 180 days across the year. It covers tourism, visiting friends, events - and Umrah outside the Hajj season, with Umrah and Rawdah slots booked in the Nusuk app.

It is a visit visa, not a work permit: it never authorises employment in Saudi Arabia, and it cannot be extended from inside the Kingdom.

How the application works

You apply online with your passport, a passport-style photograph on a white background, and your residency details - Emirates ID in the UAE, or the equivalent residence card in your GCC country. Apply on the passport you will travel with, and make sure the details match your residency record exactly.

Each traveller applies individually - residency is personal, so a spouse or adult child qualifies through their own residency, not yours. Children travel on their own passports with their own visas.

Mistakes that waste applications

The classic failure is timing: a residency with under three months left fails the conditions, so renew first and apply second. The second is confusing a GCC visit visa with residency - being able to visit Dubai or Doha on a tourist visa gives you no Saudi route at all.

The third is assuming the visa survives a cancelled residency. If your job changes and your residency is cancelled and reissued, the basis of the visa has changed - check your position, or simply apply fresh, before your next trip.

Common questions

I have a GCC visit visa, not residency. Do I qualify?

No. The route is for legal residents of a GCC country. A tourist or visit visa for a Gulf country confers no Saudi eligibility - your routes are then the passport-based ones or a sponsored visa.

Does my family qualify through my residency?

Each person qualifies through their own residency. A spouse or child who also holds GCC residency applies the same way; a relative visiting you in the Gulf does not.

Can I drive to Saudi Arabia on this visa?

Yes. The eVisa is valid at land borders as well as airports, which is how many Gulf residents use it - the causeway traffic and the Kingdom's land crossings included.
